Unable to create pipeline req with active position number

Summary:

When my tester tries to create a pipeline requisition, the position he needs to use is not available in the drop-down list (nor is it available for me, or my other test recruiter). I also cannot see the position number when I go to Workforce Structures > Positions, BUT I can see it when I go to S&M > Search > Manage Positions (and it is set to hiring status "approved" and status is "active").

According to my data conversion lead, this position was on the list of successful loads from data conversion. My security lead created a user with the out of the box recruiter role and that test user still could not see it on req creation page. So we don't think it's security or data conversion, but my Core HR lead also doesn't think it's Core HR bc she increased headcount and it still didn't show up.
