Is the collaborator added to requisition level, is not automatically added as offer team at offer?

Summary: We create a job requisition and create an offer for the candidate in our test pod.

We added a collaborator to the hiring team in requisition level, we notice when create a job offer the collaborator in the requisition was not automatically added in the offer team.

Is the collaborator added to requisition level, is not automatically added as collaborator at offer level and is this a expected behavior?
