Approval Delegation Issue (Manager - Job Req)

Issue: We added a Manager approval delegation from Emp A to Emp B but approvals are still being routed to Emp A.

Context: We have a line manager (Emp A) being out on leave and we added an approval delegation of category Manager to Emp B. Emp A is Emp B's line manager. When our HR recruiter submits a job requsition with Emp B as the Hiring Manager, the approval for the job req goes to Emp B then Emp A instead of Emp B.

Testing so far: I tried with the sole approval delegation, I then tried with the approval delegation and checking the checkbox "Allow this user to approve their own transaction." I also tried adding a role delegation for Emp A's Line Manager role to Emp B but the job req still went to Emp A.
