My dashboard access for recruiters

Summary:

One of the recruiters is asking why is that she can't see all the candidates in My dashboard report?

Is this an expected behavior that you can only see the candidates of your are part of the hiring team of an specific job requisitions?

Does the recruiter have no access/view to candidate in My Dashboard report if he/she is not part or the hiring team?
