Changing country extension from "Human Resource or None" to "Payroll Interface"?

Hi Team,

Currently our customer doesn't have any payroll licensing and we want to enable country extension from "Human Resource or None" to "Payroll Interface". So we just wanted to understand Is there any cost implication for client for changing extension from "Human Resource or None" to "Payroll Interface"?
