Hires showing up as "Pending Manual Processing" in Pending Worker and not "Processing in Progress"

Summary: We have one recruiting assistant that has several hires that show up in Pending Worker as "Pending Manual Processing".

This is happening after the RA edits the pending worker and changes the manager and the department. They makes the two edits and then submit. The page refreshes back to the Home page and when you go back into Pending Worker you can see the status reads "Pending Manual Processing" and not "Processing in Progress" like all the others.

This recently starting happening and seems to be related to edit, but we have lot of these every day and this is the only RA reporting the issue.
