How to make 'Requisition Structure' section editable at any stage during the hiring process in ORC?

Summary:
We need the Requisition Structure to have the Edit button like other sections, even if the user is not part of Hiring Team. Our Admin user in Dev2 do have the edit option but our Admin user in PROD, do not have the edit option. Is this by missing role only? Would you know what role/priv?

Tried to compare roles, however, Dev2 have many roles that Prod do not have.
