Workflow for the FYI notification having different behavior for different transactions

User is facing issue with current and proposed values coming blank in FYI notification for few transaction, but for the other transaction it is working as expected.
Since the workflow is similar why we get the different behavior in the notification. We need help to understand the difference between the transaction workflow and it's behavior.
