candidate "return to prior phase" clarification

Summary:

Recently it has come up that they system is not allowing recruiters to move a candidate back to a prior phase (i.e. Hiring Manager moves to Interview - to be scheduled and Recruiter tries to move back to Hiring Manager Review - the system automatically reverts it back to Interview - To be Scheduled). Screenshot is attached.

I am curious if this is intended behavior or if this is a bug.
