Update Geography Hierarchy Structure

Summary:

We want to update the geography hierarchy of a country by designating State as Level 1 and City as Level 2. However, when I try to update the Levels field and select State for Level 1, the Level 2 field becomes blank, and the City is not displayed. Is this behavior expected? Additionally, if I delete the existing geography hierarchy, what impact will it have? What will happen to the requisitions that use the current hierarchy?
