EL Expression "Same Posting Description" not working as expected

My client Groups >> Hiring >> Any requisition

Details >> Scroll down until “Posting description”

It is selected and is not editable, 90% of cases (Correct).

It is Not selected 10% of the cases (Incorrect).

Using a sandbox, I reviewed the configuration and the value
of this field is "#{bindings.SameDescForInternalAndExternal.inputValue}"

So why does this happen with 1 in 10 requests?
Would setting the value to "true" solve it?
