Is it mandatory to configure email templates and to have supplier portal users in early payment discount feature

We are testing dynamic discounting feature for one of our clients, offer emails are not received by supplier's contacts

  1. Didnt make any changes to email template
  2. Added supplier contact directly in supplier page without configuring supplier portal users

Was it because of above points or anything else I need to consider looking into?
