Role and Privilege required by Line manager to deleagte their direct reportees approval delegation

Summary:

Can line manager on behalf of their direct reportees delegate their reportees approval.

What privilege and role is required.

Currently have checked if an HR who is also line manager can check their direct reportees under MY team> Manage user account. If employee having only line manager role cannot Manager user account page is not coming.
