HR Admin user unable to perform RUI transactions

Issue reported only for one HR admin where user is unable to perform any of RUI transactions such as Change Working Hours, Career Move, convert Pending work. Upon completing the submission, it is not visible from Transaction console. However not facing this issue from Classic UI Page.
