OTBI Agent to send to HR Business Partner via Username in the agent not sending

Summary:

I am setting up a new agent to send via email to users. it is being created by conditional analysis. Get Recipients from the Analysis Used in the Agent Condition is selected and using Person user Name. The Person user name is a HR Business Partner in the report. I have set up the agent exactly the same way as another Agent but that one is linked to Manager User Name. The HR Business Partner one never receives but the Line Manager does.

Is there some reason which stops one agent working, and the other? Only change is the person it sends too.
