Learning Initiative not assigning courses as per criteria

We have created an initiative with person criteria as Business unit with reconcile option enabled. When a leaner not satisfies the criteria then they are getting withdrawn if the assignment is in progress. When again the same learner are satisfies criteria then they are included in the initiative but the learning assignment shows as withdrawn.

What is expected behavior on this scenario.

We are expecting that the it should start with new learning assignment.
