Document of Records notification seems not working properly

Summary:

1- When Document type is "Manager Feedback", initiated by the Manager, then rule DOR_Rule111 should apply:

Expected results : FYI to Representative “Business Partner RH” and FYI to users “****”, this rule works fine "OK"

DOR_Rule111:

(((getNewDoRByTransactionIdResponse.result.AuthorizationRequired == "Y") AND (Requestor's Assignment.result.User Name != "9450604")) AND (Requestor's Role Details.roleName != "HFR Conseiller RH") AND ((getNewDoRByTransactionIdResponse.result.documentType == "Evaluation annuelle") OR ((getNewDoRByTransactionIdResponse.result.documentType == "Evaluation fin de période probatoire") OR (getNewDoRByTransactionIdResponse.result.documentType == "Manager Feedback"))))

2- when Document type is "Manager Feedback", initiated by HR Specialist, then rule DOR_Rule11, should apply:

Expected results : FYI to user “****”, this rule doesn't work, it keep sending notification to the representative "
