Increasing Max Capacity when there is a waitlist

In one example we have an offering that had a max capacity of 40 learners (enrolled) and 9 on the waitlist. We have the waitlist rules enabled to Allow joining the waitlist from self-service. The coordinator increased the max capacity to 60 assuming it would automatically enroll those 9 people into the offering as 'Not Started'. However, that did not happen. Under the Actions button they clicked 'Reconcile Learning Assignments'. But that did not do anything to move those learners out of the waitlist and into the offering either. Do we have to manually move those learners to
