Customized Transaction Console access for HCM transactions to business users

Our requirement is to provide Transaction Console access for HCM transactions to business users.
With this access users should be able to view the transaction details, current and future approvers on transactions and perform actions like withdraw, reassign etc.
We also want to make sure that the BPM admin access is not provided to business users.
