Reject the candidate application if Recommended for rehire is Marked as No during termination.

The requirement is - While the Ex Employee apply from external career site or Refered by internal employee the application should be directly rejected because " Recommended for rehire" is " NO " when Previous work relationship was terminated.

Is there any way to not hire the employee in future if at the time of termination Recommended for Rehire is marked as NO ?

Or is there any suggestion how to stop hiring of employee whose recommended for rehire is no.
