Out Of Sync Primary Flags - Issue

Hi Experts!,

We had an issue where the hire an employee transaction was failing with the error "msg=JBO-29000: Unexpected exception caught: oracle.jbo.TxnValException, msg=JBO-27023: Failed to validate all rows in a transaction.". So we ran the diagnostic report "Employment Diagnostic Auto Correct" and came to understand that there was actually 2 corrupted records with the error from Out Of Sync Primary Flags. So this out of sync flag issue is triggering from which section? How can we recrtify this issue so that the transaction would be successful.
