Primary location field in requisitions provides region and country values from geography management

When creating a requisition using position, the primary location field provides more options than the ones available in Geography management. In geography management, we have the names of 4 cities categorized into 2 regions and 1 country. We require that the primary location field only provide values of these 4 cities but it also provides the values of 2 areas and the country.

I raised an SR on the topic and received a reply that this is the expected system behavior.

Does anyone else face the same issue? Is there any way to only display city names in the primary location field?
