SmartViewProviders.xml File on SharePoint Cloud Connection Refused

We have been using a SmartViewProviders.xml in an on-premise SharePoint library to standardize our shared connections. We have moved to SharePoint online and the URL is giving a "Connection Refused" error. Has anyone else had the same issue and resolved it?
