Not enrolled in Waive but showing on OTBI report, along with standard enrollment

In OTBI using Benefits - Enrollments Real Time, we are getting 2 records on some employees - 1 enrollment in Waive and 1 enrollment in Medical.

They are only enrolled in the medical when you look in the Enrollment screen. What could be causing this? Why is it showing the Waive record? It is not on all of the employees but a good portion.
