Why are new users for PBCS application receiving MFA notices on login but existing users are not?

We are using Oracle PBCS(Version 24.05.66) for our organization and have seen some new users getting the notification to set up MFA even though we have not set that up as a requirement. Older users have not seen this notification and I was curious if this was something that was automatically updated by Oracle during one of it's regular updates?

We have MFA enabled and setup on the domain page but I am not seeing where it's been set up as a requirement and would like to know if this is something we can / should update for all current application users and if so what would be the best way to get all those updated?
