How to update tax screening package for all job requisition templates

Summary:

Friends - We have implemented a WOTC solution with Deloitte and realized that 300 odd requisition templates do not have the Tax assessment screening packes set to them. When I try a spreadsheet loader template, the error message I get is 'You cannot edit them if not in draft mode'. However, when I go to the individual job req template and try to add the tax assessment, I am able to do so.

Is there any other way? Appreciate any insights you can share with me.
