How to activate View Duplicates from the HR phase

Summary:

Does anyone know how to enable the "View Duplicates" action from the "Manage Job Offers" screen, i.e. action managed via HR specialist?

I cannot find any information on this in any manual, have tried to add the recruiter role to see if that enables it but no luck.
