Involuntary Termination gets overridden by ESS Resignation

Summary:
After HR submits an Involuntary Termination employee is still able to submit a Resignation transaction via ESS. I understand this is intended to allow workers to leave before they are made redundant and cut redundancy payments but what if the employee is being involuntarily terminated due to breach of contract or insubordination? They should not be able to submit a resignation transaction when those are the action reason for Involuntary Termination.
