Restricting the budget to a certain level in Compensation Manage Budgets

In manager level budgeting, the top level manager passes down the budget to lower level managers. (Either passing down to their direct reports or passing down the budget to all the lower level managers). We require that the budget should be passed to only a certain level. (For example: we have CEO, CHRO, Top level heads, department heads and managers. We need that the budget should be given only till department heads. Further the managers should not pass down the budgets down the hierarchy.
