Are approval email notifications turned on or off only for specific users?

Summary:

After the 24B update, all users received an approval email
However, financial users have to review a lot of invoices every day, and they do not want to receive email notifications, only need to receive In the "in-app" mode.
I found that the option "Notification Mode" in BPM Worklist is global, either all on or all off. How can I turn it on or off only for specific users?
