reoccurring course assignment as needed HELP

Summary:

We have a email phishing assignment that anytime an employee fails an attempted phishing from our IT we have to assign them the "Email Phishing Course". I thought we set up this assignment correctly so that we can assign multiple times…..this assignment can happen monthly for example. When we assign and the learner clicks on it, it pulls the past completion date????

Can anyone suggest what we are doing wrong? Or is this something in the background not working?
