Is it possible for the manager to give access to an external user?

Dear all,

Our clients wants to give access to the oracle learning cloud module to external users (blue collar) and we are looking for a way to make it work without giving them the same grants that have white collars

So we're asking if the manager can, for example, give access to an external user in some way, so that this user can have access to the learning module.
