how to do a global transfer?, the proccess ends as succeed but the transfer is not showing

Summary:

I made a global transfer and some employees were succesfully transfer and some others stayed the same even though they were send at the same time.

What could be the reason that some of the employees cannot be global transfered? i also tried doing it 1 by 1 and the same happend, still not being transfer.
