How to make "Reassign line reports" section as a mandatory in the terminate work relationship page

We have business scenario, while we terminate an employee or the employee is resigning, the "Reassign line reports" section has to be made mandatory. As of now, the system is throwing a message , but without reassigning the direct reports, we can still continue and able to submit the transaction.
