Cannot edit Requisition Structure Section

Summary:

We have a superuser in PROD to be able to edit Requisition Structure however we have this one requisition that can't be edited:

Requisition is Open and Unposted ; 0 candidates

Is this a expected behavior for requisitions that has 0 candidate?

We checked other requisition and the user can edit it.
