Edits to Family and Emergency contact erroring out even when contact related approvals set to bypass

Summary:

When an employee edits his family and emergency contact, it errors out. The two approvals related to Contacts - "Create a new Contact" and "Select a coworker as a contact" are already set to bypass under change personal information. We have just one approval for Employee Name change for himself (Under Change Personal Information Approval) through Employee Self service, which should route to HR Application role, rest all should be auto approvew
