Handover between recruiter and HR?

Hi All,

We have a business requirement where the recruiter will move the candidate only until the "Offer To Be Created" state. Afterwards, HR will create and extend the offer to the candidate. HR will also be responsible for moving the candidate to HR.

However, the seeded HR Specialist role doesn't have access to create offer letters or move candidates to HR. Is there any standard configuration available for this, or will we need to create a custom role only to grant HR the necessary access?
