How to select which "Representative" will be used on a Workflow when an approver is duplicated

Summary:

An employee is assigned to two different Responsibility Types. When a workflow identifies that the person is eligible for both Responsibility Types, the system does not show the employee twice on the list of approvers; they only appear under the last Responsibility Type in the workflow.

Is there a way to determine that the approver has to be visible twice or to decide which Responsibility Type takes priority?
