Personal Details Transaction Failure Due to No Changes and Transaction Submitted

We have instances where the employee will click the "edit/pencil" icon under Personal Details, but then they don't make a change and click 'Submit.' The changes are causing the transactions to fail and causing an inbound integration to fail when it's trying to update DFF fields on the Work Relationship Details tab.

Is there a way for the system to detect that a change wasn't made, and warn the employee to click cancel or let them know they need to make a change and then click submit?
