prescreening question using HDL for posted requisition without removing candidate application ORC

how to upload prescreening question using HDL for posted requisition without removing candidate application in oracle ORC.
As part of migration from taleo to ORC are requisitions are loaded without prescreening Questionaries since the candidates applications are already attached system does not allow the to load prescreening Question through HDL or UI Please advice if you have faced similar issue and what was the Resolution . Is there any datafix HDL available to load prescreening Question
