Security Role

Hi All,

I want few admins who should be able to view only one Legal Entity and one Business Unit while hiring an employee. For this I created a Organization Security profile as follows and created a HR Admin data role using Human Resource Specialist and tied to the Org security profile I created.

This works as expected and shows me restricted LEs and BUs wile hiring an employee when I assign the HR Admin data role to a user without employee role. The moment I assign the employee role to user, it starts showing me all LEs and BUs. This is aboslutely weird as I cant imagine a HR admin without being an employee in a company. Can someone help me if faced the similar issue. Thanks.
