Refer a candidate using text/phone number

Summary:

We would like to see if oracle can let employees refer a candidate to a job by using their phone number so that the candidate get a text message and apply for job from mobile. This will come in handy when you know your friend's mobile phone number but not the email or if the candidate cannot get to his/her email.
If this feature is already available, please direct me to that documentation. Thanks
