Export payroll value sets with manage configuration package

We created some new payroll set values, we are trying to move to next pod using Manage configuration packages.

We assigned fast formula and payroll value set in our project

When we edit the project in order to add specific fast formula, in fast formula Scope we have access to select add icon, that's mean we can search our custom formula and add into the project.

However when we try to add custom payroll value set, add icon it´s not enable, we can´t select our custom payroll value set, exist some way to include in the package?
