AOR based HR role - HR unable to access contact information of employees in their scope

Summary:

Hi all,

We have an issue where HR is unable to access Contact information of Employee. HR is assigned a custom role based on their AOR - to allow them to only view the workers that are in particular BU/Hierarchy. Since the contacts are not part of any BU/Hierarchy, they do not meet the AOR conditions of the custom role.

How can we give access to HR to view the contacts of the employees in their AOR scope?
