IRC_CANDIDATES table attribute CAND_LAST_MODIFIED_DATE ,how its populated ?

Summary:

In IRC_CANDIDATES table we have a column CAND_LAST_MODIFIED_DATE, notice this attribute is getting updated even when there are no changes to the candidate record. Would like to understand when CAND_LAST_MODIFIED_DATE is updated and what are the child business objects considered to update the CAND_LAST_MODIFIED_DATE attribute.
