How to create a template for Configure Person Information Removal Policies

Summary:

We are following the Candidate Purging Process in document:
On Step #3 it mentioned Configure Person Information Removal Policies, however, we can't seem to find the option/filter that suits our requirement.
Can you guide us on how to do it?

Our requirement is the following:
>External job applications ONLY
>Job application has not been moved/updated for 12 months in Croatia and Slovenia >Job application has not been moved/updated for 6 months in DACH Region
>Candidates that were never moved to HR
