Converting Pending Worker Calculates Salary by FTE

Summary:

Hello!

We have set standard working hours as 220. So when we are promoting an employee and increase or decrease its working hours, system calculates the salary by FTE.
But there is a situation/case that we think that system must not calculate the proportion, because person have same FTE before and after converting.

The case:
Pending worker:
Working hours = 110
FTE = 0.5
Salary = 1000

When trying to convert same pending worker, system shows:
Working hours = 110
FTE = 0.5
Salary = 500

Why system made the proportion for salary, even when pending worker were alread created whith same FTE as the converted employee?
