Travel Allowance imported in PPM from OTL: how to assign a cost based on Job person

Summary:

Customer has defined to create a timecard in OTL which is including the Travel Allowance expenditure type (value of 1 Hours). When timecard is imported into PPM, the cost is based on Job Rate Schedule. It is required to derived the cost for Travel Allowance based on a different rate which is not the Labor Job Cost Rate. How can such need can be achieved?
