End Dating Element Entry through HDL Error

Summary:

Could someone please take a look at my HDL file and help me figure out why it is erroring during the Load?

I need to End Date the Element with 9/7/2024, but I am receiving an error that the dates cause overlap. It is a recurring element without an end date currently. I have added the ReplaceLastEffectiveEndDate attribute, but I still receive same error.
