Control visibility of contextual disability fields (Country - GER)

The Country field in the Disability Info controls the visibility of the fields below it, e.g. Disability Category. Is it possible to influence this control?

We have the problem, that by selecting "Germany" as a country within Personal Details - Disability Info - all the fields we actually want to use, disappear. Is it possible to change this functionality?
